    From my reloading experience the height of the brass is no indicator or how much power is in the shell. That’s just something they use to do with paper shells and they continue to do it today. the same amount of powder can be put in low brass as high brass. The real difference between the hunting loads and targets loads is the type of wads and amount of shot used.
